The name means surrounded with bracts and refers to the flowers.

A small deciduous shrub with spherical flower buds enclosed in downy bracts.  The flowers consist of numerous lilac blue small fertile flowers and a few white to pale pink sterile flowers.  The leaves are dull green and covered with rough bristles.  The cultivar ‘Hortensis’ has double pink flowers and is much more attractive.
